The State Legislator in Sacramento decided to return the Health, Education, and Welfare employees to downtown Sacramento. Four new office buildings designed by Johnson Fain Partners surround a large city park. A rose garden, water jet fountain in a transplanted fan palm alee anchor the western edge of the park. A big oval turf mound centers the park. Deciduous Oak trees line the park. At the east end is a multi tiered fountain with a water effect dome that mimics the gold dome on the State Capitol.
